On October 22, 2025 China-Portuguese-Speaking Countries Bluetech & Ocean Economy Cooperation Forum cum 12th Internation Forum on Clean Energy (IFCE) kicked off in Macao. With the theme of "Blue Technology and Marine Economy", this forum gathered representatives from the government, industry, academia, and research sectors from more than 40 countries around the world. As an enterprise in the clean-energy sector, CM Energy, accompanied by China Merchants Group, held discussions on the industrialization path of green fuels together with core enterprises in the industrial chain, such as China COSCO SHIPPING Corporation Limited (COSCO SHIPPING Group), State Power Investment Corporation Limited (SPIC), Shanghai International Port (Group) Co., Ltd. (SIPG), The Hong Kong and China Gas Company Limited (Towngas) , Port of Sines (Portugal), the green fuel company Prio Energy (Portugal), and APS Energy Transition (Portugal)–as well as institutions such as DNV, RINA, Transport and Logistics Bureau of the Hong Kong, and The Hong Kong Shipowners Association (HKSOA) .

At the roundtable forum on "Maritime Green Liquid Fuels Session", representatives from China Merchants Industry Holdings Co., Ltd (CMI) and CM Energy proposed three breakthrough directions for the industry: overcoming economic barriers, accelerating infrastructure coverage, and promoting the unification of international standards. Currently, hydrogen-based green fuels are priced significantly higher than traditional marine fuels, and only a handful of global hub ports are equipped with green fuel refueling capabilities. Differences between the carbon footprint accounting systems of the EU and Asia have led to trade premium losses. In response to these issues, the "International Green Fuel Industry Alliance", initiated by CM Energy in collaboration with IFCE, has entered the preparation and establishment phase. It is planned to take Hong Kong and Macao as strategic pivots to build a green fuel certification corridor connecting Asia, Africa, and Europe.

During the forum, CM Energy conducted intensive special docking sessions. It discussed electrolyzer energy consumption reduction technology and green methanol production processes with Towngas and Shanghai REFIRE Group Limited; exchanged views on policies and business pathways regarding the construction of Hong Kong's green fuel refueling port with Transport and Logistics Bureau of the Hong Kong; shared insights on the current status and development trends of green fuel supply services at ports with SIPG; and established a working group with IFCE to build green fuel ecological synergy covering more regions.
This in-depth participation in IFCE will enable CM Energy to integrate into the energy industry ecosystem with a more proactive stance and strive to engage in the industrial closed-loop of "green hydrogen production - fuel conversion - shipping application".

International Forum for Clean Energy (Macau) “IFCE” is a non-profit social organization and international organization established in Macau in March 2012. The forum actively fulfills the mission of "popularizing clean energy, improving energy efficiency, developing energy-saving economy, building a low-carbon society, and realizing a sustainable ecological civilization", aims to promote and deepen exchanges, coordination and cooperation among countries in the field of clean energy, energy conservation, and environmental protection and contributes to China’s participation in international governance on energy, climate and environment, and promotion of the implementaion of the UN 2030 Agenda for Sustainable Development, as well as the alignment of the 2030 Agenda with the Belt and Road Initiative. The Forum joins hands with central state-owned enterprises (SOEs), local SOEs, private enterprises from the Chinese mainland as well as foreign enterprises to participate in joint discussion and collaboration in the international energy and environmental protection sectors. It currently has over 200 council members, including business leaders from industries such as energy, electricity, energy conservation, environmental protection, automotive, engineering technology, and financial investment (both domestic and overseas), as well as experts and scholars from universities, colleges, and research institutions. The Forum has developed into a crucial international platform for advancing the energy revolution, achieving the "dual carbon" goals, and promoting ecological civilization construction.

CMG actively participated in this Forum. It dispatched China Merchants Energy Shipping Co., Ltd.(CMES Shipping) and China Merchants Industry(CMI), which also brought CM Energy to the event, with a focus on both the production and sales ends of green marine fuels. Specifically, CMI, together with CM Energy, participated in the roundtable forum themed “Production, Certification and Supply of Green Fuels”. Meanwhile, CMES Shiping hosted and participated in the roundtable forum themed “Application of Green Fuels in Ports, Shipowners and Shipping”, conducting in-depth exchanges with all participants.
